9/11 Victims Not Entitled to Seize Afghan Central Bank Assets, US Judge Says
NEW YORK - A U.S. judge on Friday recommended that victims of the September 11, 2001, attacks not be allowed to seize billions of dollars of assets belonging to Afghanistan's central bank to satisfy court judgments they obtained against the Taliban.

The roughly billion in Da Afghanistan Bank reserves, frozen in the United States since the Taliban takeover, has been at the centre of a legal and diplomatic struggle over who should control money that lawyers say belongs to the Afghan people.

Judge George Daniels' recommendation now moves to a district judge for final decision, as families of 9/11 victims, the Taliban and humanitarian groups all press competing claims.
